Bad content is bad content. If the content is bad at the start, no matter how flawlessly your proofreader had cleaned up the language aspect of your thesis, the content will remain bad.

It's not the proofreader's responsibility to rectify the content of your paper.

If you put no thoughts in your thesis but merely copy pasted contents from others' into your work then had it google translated before finally sending it out to a proofreader hoping that a proofreader will do magic on your thesis, then you're making a big mistake.
